John R. Lloyd

John Lloyd has 30 years of experience in all aspects of real property taxation including counseling, litigation and legislation.


John represents taxpayers, municipalities, and related interest groups on real property taxation matters. He has thirty-two reported decisions, three of which were argued before the New Jersey Supreme Court. John has handled matters for all types of real property including regional shopping malls, four star hotels, corporate headquarters, office buildings, multi-family apartment buildings and complexes, industrial properties from warehouses to special purpose properties such as chemical plants, oil refineries, breweries, regional reservoirs, and recreational properties such as golf courses and amusement parks. He also has extensive experience in real property valuation components of redevelopment law, including condemnation proceedings and Payment In Lieu of Tax ("PILOT") agreements.

John is highly regarded as one of New Jersey's leading real property taxation lawyers. He was extensively involved in the property taxation reform initiative undertaken by the Governor and legislature. John testified and provided further analysis to two of the four special legislature committees formed to recommend reforms.  John continued involvement with legislators and their staffs as property taxation reform proposals moved through the Assembly and the Senate.

John serves on the New Jersey State League of Municipalities as League Tax Counsel. He has served on the District Ethics Committee and was appointed to the Supreme Court Committee on Taxation. 

John served as a judicial law clerk to Associate Justice Gary Stein of the New Jersey Supreme Court.

John received his J.D. with honors from Rutgers Law School and received his M.S. from the University of Pennsylvania. He also earned his B.A. from Saint Joseph's University.

Before practicing law, John was a high school teacher and football coach for seven years.
