Governor Murphy Announces Plan to Reopen New Jersey

On April 27, 2020, Governor Phil Murphy announced his roadmap for the gradual lifting of restrictions under his March 21, 2020 stay-at-home order, which “will remain in effect in its entirety until further notice.” Governor Murphy’s plan, “The Road Back: Restoring Economic Health Through Public Health,” is comprised of the following six core principles:
1. Demonstrate Sustained Reductions in New COVID-19 Cases and Hospitalizations

Exhibit a fourteen-day trend showing “appreciable and sustained drop in cases, hospitalizations, and other metrics”
2. Expand Testing Capacity

The State must at least double its current testing capacity, and will “prioritize testing for health care workers, essential personnel, and vulnerable populations”
3. Implement Robust Contact Tracing
4. Secure Safe Places and Resources for Isolation and Quarantine
5. Execute a Responsible Economic Restart

Announces the creation of the Restart and Recovery Commission to advise Governor Murphy on the process for reopening

“Plan for a methodical and strategic return to work based on level of disease transmission risk and essential classification”

Continue social distancing where feasible and appropriate
6. Ensure New Jersey’s Resiliency

Learn from COVID-19 and plan for a resurgence

Ensure an adequate number of personal protective equipment (“PPE”) and ventilators and build a state stockpile of PPE and ventilators

Create a playbook for future administrations to confront pandemics
