John R. Lloyd Joins Chiesa Shahinian & Giantomasi PC

One of New Jersey’s foremost real property taxation lawyers, John R. Lloyd, will be joining the law firm of Chiesa Shahinian & Giantomasi PC as Counsel, the firm announced today. Mr. Lloyd was most recently at Nowell Amoroso Klein Bierman, P.A. The move is effective June 1, 2015.

With 28 years of practice, Mr. Lloyd provides his clients with a full range of services in all aspects of real property taxation including counseling, litigation and legislation. He has represented all parties involved in real property taxation including taxpayers, municipalities and related interest groups. This experience uniquely positions Mr. Lloyd to evaluate and litigate every aspect of the real property taxation system in the State of New Jersey.

Mr. Lloyd has handled matters involving literally every type of real property including: regional shopping malls; four star hotels; casino-hotels; corporate headquarters and all other types of office buildings; multi-family apartment buildings and complexes; industrial properties of all forms from warehouses through special purpose properties such as chemical plants, oil refineries, breweries, regional reservoirs, and other unique properties such as golf courses and amusement parks. He also has worked in numerous settings where a municipality had implemented a district-wide revaluation. Mr. Lloyd also has extensive experience in the real property valuation components of redevelopment law, including condemnation proceedings and Payment In Lieu Of Tax (“PILOT”) agreements.

Mr. Lloyd was extensively involved in the property taxation reform initiative undertaken by the Governor and Legislature, testifying before and then providing further analysis to the special legislative committees formed to recommend reforms. He continued to be involved with legislators and their staffs as those proposals moved through the Assembly and the Senate.

Mr. Lloyd has served on the District Ethics Committee and has been appointed to the Supreme Court Committee on Taxation. He is a frequent lecturer at continuing education seminars for the appraisal and assessing communities.
