New Jersey Launches Mandatory Electronic Filing System for 2015-2016 Liquor License Renewals

The 2015-2016 New Jersey liquor license renewal season is upon us, with one big change. For the first time, all renewals will be done online, using the New Jersey Division of Alcoholic Beverage Control’s (ABC) soon to be launched electronic web based licensing system, POSSE ABC. 

The new electronic licensing system represents a significant change in the ABC license renewal process.  Under this new system, licensees will be given an access code and will be required to enter renewal application data electronically. Only in exceptional cases will a paper filing be an acceptable method of renewal. 

The launch of POSSE ABC will occur on June 4, 2015.  However, due to the time constraints and the potential for technical difficulties, the ABC anticipates that some licensees may not be able to effectuate the renewal of their liquor licenses by July 1, 2015.  As such, the ABC Director issued a May 4, 2015 Order that provides a grace period to allow licensees and municipalities to acclimate to the new system. 

The Order extends the 2014-2015 license term and permits certain licensees to continue to operate until the successful renewal of their license for the 2015 – 2016 license term, but no later than September 18, 2015.  A licensee may take advantage of this grace period ONLY if by June 30, 2015 (1) the issuing authority receives all required filing fees AND (2) the licensee has established its tax clearance.
